Matthew R. Streger

Matthew R. Streger, Esq., is a Member of the firm Keavney & Streger. Matthew has more than thirty eight years of healthcare and legal experience and focuses his practice on the needs of healthcare providers and agencies, primarily in the EMS industry. He is the recipient of numerous accolades in both healthcare law and EMS. Matthew is admitted to practice in the State of New Jersey, Commonwealth of Pennsylvania, District of New Jersey and State of Colorado.

Matthew has practiced law since 2006 and is experienced in health care transactional, regulatory, and litigation matters. His practice includes healthcare compliance, reimbursement and payment issues, contract and RFP support, employment issues, provider licensure and credentialing, organizational governance, crisis management, and support of civil and criminal litigation.

Matthew started his career as a volunteer EMT in Westwood, New Jersey, in 1986. Since then he has worked in a wide variety of systems and departments in New Jersey, New York, South Carolina and Ohio. He previously served as the Executive Director of Mobile Health Services at Robert Wood Johnson University Hospital in New Brunswick, New Jersey, as Deputy Commissioner of EMS for the City of Cleveland (OH), and as Director of Disaster Preparedness at St. Vincent Charity Hospital in Cleveland (OH).

Matthew completed his Paramedic Training at the UMDNJ School of Health Related Professions in Newark, New Jersey. He holds a Bachelor of Arts in Public Administration from the City University of New York, John Jay College of Criminal Justice, a Master of Public Administration Degree from Clemson University, and a Juris Doctor from Seton Hall University School of Law. Matthew also holds a Healthcare Compliance Certificate and Certified Ambulance Coder status. He previously practiced at Kern Augustine Conroy & Schoppmann, and at Barmak and Associates, before forming Keavney & Streger. Matthew was a SuperLawyers Rising Star Award from 2012 through 2016. He also holds a Healthcare Compliance Certificate from Seton Hall.

Matthew is an active member of the New Jersey State Bar Association. He is a past Chair of the Health Law Section (2015-16), serving as a member of the Board of Directors since 2012 and currently serving as an Emeritus Board member. Matthew was also a member of the Executive Committee of the Young Lawyers Division from 2008 to 2012, having served as the Somerset County Representative, Parliamentarian, Bylaws Committee member, and Chair of the Nominating Committee, and was previously a member of the Legislative Committee from 2016 to 2022.

In 2015, Matthew was appointed to the Panel of Commissioners of the Commission on Accreditation of Ambulance Services for a six-year term that ended in 2020, and remains an active member of the CAAS Standards Committee. Matthew is also a member of the National Association of Emergency Medical Technicians, a member of the Bergen Community College Paramedic Science Program Advisory Board, and was a member of the Editorial Advisory Board of EMS WORLD Magazine for 18 years.

Previously, Matthew was a subject matter expert for the Federal Emergency Management Agency Report to Congress “America Responding – Needs Assessment of Emergency Response to Terrorism Training for Fire and Emergency Service Personnel” and was a member of the Task Force on Emergency Medical Services at the George Washington University Homeland Security Policy Institute.

Matthew has written many articles and columns, and contributed to several textbooks, in both the medical and legal communities, and is an international lecturer on a wide range of topics. He also still actively practices as a per-diem EMT with the Cherry Hill (NJ) Fire Department EMS.
